Granny Flat Builder in Cecil Park

Cecil Park is different to most of what I build on, and it's worth being upfront about it. This is RU4 rural land — acreage blocks from 2,000m² up to five hectares, sitting right next to the new Western Sydney Airport precinct. A secondary dwelling out here isn't the standard Housing SEPP granny flat you'd put behind a suburban house; it falls under the rural secondary-dwelling provisions, which read differently to R2.

So the first job is planning, not slab design. I check what your specific RU4 lot allows — floor area, siting, whether a rural secondary dwelling stacks up against a dual-occupancy or a farm-stay angle instead. There's usually no shortage of room; the question is what the LEP lets you put there and how the airport overlays and any bushfire mapping affect it.

Ground is moderately to highly reactive, and on acreage you're often dealing with your own effluent and stormwater rather than town connections, which changes the engineering. I geotech it properly and size the slab off that.

We build fixed-price, licence HBL 487805C. On rural land like Cecil Park, get the feasibility done before you assume it's a simple granny flat — it usually isn't.

Buildana manages the full granny flat process in Cecil Park — from site assessment and CDC fast-track approval through to fixed-price construction and handover. We build studio, 1-bedroom, and 2-bedroom designs up to the NSW maximum of 60m².

Rural land, rural rules

Cecil Park is RU4 acreage, so a secondary dwelling here sits under the rural provisions, not the standard Housing SEPP granny flat path. The controls on floor area and siting read differently, and airport and bushfire overlays can apply.

Room is rarely the constraint on a 2,000m²-plus block — the constraint is what the LEP allows and how the overlays shape it. That's why I start with a planning check, not a slab.

Acreage engineering

On rural blocks you're often on your own effluent and stormwater management rather than town services, which feeds into where the dwelling can sit and how it's engineered.

The reactive clay gets a proper geotech and the slab is sized to suit — no assumptions carried over from a suburban footing.

How It Works

From First Call to Final Key

Free on-site assessment of your Cecil Park property. We measure setbacks, check existing services, assess access, and confirm your 2,000m²–5ha block meets Fairfield City Council's requirements for a secondary dwelling.

60m² sounds tight on paper but designs well — high ceilings, good cross-ventilation, smart storage, and proper bedroom proportions make a 2-bed feel generous. We design for daily liveability, not just floor plan compliance.

CDC fast-track through a private certifier — typically approved in 10–15 business days. Cecil Park is zoned RU4 Primary Production Small Lots.

Your granny flat is built from slab to keys in a single programme. Engineered slab for Class M–H soil, frame, lock-up, fit-out, painting, flooring, and external works.

Defect-free inspection means we don't hand over a list to chase — every snag is fixed before keys move. Final clean, electrical and plumbing tested, smoke alarms certified, BASIX commissioning verified.
