The July 2024 Dual Occupancy Reform — What Changed
The NSW Low and Mid Rise Housing Policy commenced in July 2024, making dual occupancy (duplexes) permissible in R2 Low Density Residential zones across NSW — zones where dual occupancy was previously restricted or prohibited.
For Western Sydney landowners, this means blocks that were previously limited to a single dwelling may now support a duplex development with CDC approval. Knockdown rebuild dual occupancy projects have surged since the reform, particularly in established suburbs with larger lots.
