Building Approvals Sydney — DA, CDC, Planning & Compliance Managed End to End
DA, CDC, planning panels, and compliance certification — managed end-to-end across Western Sydney.
Approvals Done Right, the First Time
Building approvals are where most projects stall. Incorrect documentation, misread zoning controls, missing consultant reports, and poor council relationships can add months and tens of thousands of dollars.
Buildana manages the entire approval pathway — DA, CDC, planning panels, and all compliance certification through to your Occupation Certificate. Because we build what we approve, every application is designed to be constructible from day one.

DA vs CDC — Which Pathway Is Right?
The approval pathway you choose determines your timeline, cost, and risk. Here’s how they compare for typical Western Sydney projects.
| Factor | CDC (Complying Development) | DA (Development Application) |
|---|---|---|
| Determination time | 10–15 business days | 3–12 months |
| Assessed by | Private certifier | Council or planning panel |
| Neighbour notification | Not required | Required (14–28 days) |
| Typical cost | $3,000–$8,000 | $8,000–$30,000+ |
| Eligibility | Must meet every SEPP standard | Any project type |
| Risk of refusal | Low (if compliant) | Higher (discretionary) |
| Best for | Standard homes, granny flats, duplexes in R2 | Complex sites, heritage, non-compliant designs |
Buildana assesses which pathway your project qualifies for at the initial consultation — at no cost. Choosing wrong can add $15,000–$40,000 in redesign fees.
Working with Western Sydney Councils
Every council in Western Sydney has its own assessment culture, processing times, and DCP requirements. Fairfield City Council typically processes standard residential DAs in 60–90 days but is strict on car parking and landscaped area provisions for secondary dwellings. Liverpool Council has longer processing times for larger developments and requires pre-DA meetings for projects over a certain threshold.
Canterbury-Bankstown is one of the most active development corridors in Sydney — medium density housing, Metro TOD precincts, and the Housing SEPP have created a surge in dual occupancy and boarding house applications. Cumberland Council’s DCP has specific controls around heritage conservation areas in Granville and Auburn that affect building envelope, materials, and setbacks.
Buildana works with all five major Western Sydney councils on a regular basis. We know which assessment officers handle which project types, which councils accept electronic lodgement, and which DCPs have recently been amended. That local knowledge translates directly into fewer RFIs (requests for information), faster determination, and fewer conditions of consent that complicate construction.

The Cost of Getting Approvals Wrong
Choosing the wrong pathway, submitting incomplete documentation, or misreading zoning controls costs real money:
Redesign after choosing wrong pathway: $15,000–$40,000
DA delay from incomplete documentation: 2–4 months holding costs
CDC refusal from non-compliant design: $5,000–$15,000 in redesign fees
Council RFI loop from missing consultant reports: 1–3 months delay

What is a CDC?
A Complying Development Certificate is a fast-track building approval issued by a private certifier — not council. If your project meets every SEPP standard, approval is issued in 10–15 business days with no neighbour notification.
How long does a DA take in NSW?
3–12 months depending on council, project complexity, and whether additional information is requested. Straightforward residential DAs in Western Sydney typically take 3–6 months.
Do I need council approval for a granny flat?
Yes — but most granny flats qualify for CDC (fast-track through private certifier, 10–15 business days). No DA through council is needed if the granny flat meets all SEPP (Housing) 2021 standards.
What is BASIX?
Building Sustainability Index — a mandatory energy and water efficiency certificate for all new residential builds over $50,000 in NSW. Your design must demonstrate compliance before approval is issued.
What is a Construction Certificate?
A CC certifies that your plans comply with the development consent and the National Construction Code. Issued by a private certifier before any building works begin. No construction can legally start without it.
Can I start building before approval is issued?
No. Building without a valid CDC or DA approval, plus a Construction Certificate, is illegal in NSW and carries significant penalties. Buildana never commences work without all approvals in place.
