LEPs and DCPs — What They Are
Local Environmental Plan (LEP)
The LEP is the primary planning instrument for each council. It sets what's permitted in each zone — land use, building height, floor space ratio (FSR), lot size, and heritage listings. LEP provisions are mandatory — non-compliance generally means refusal.
Development Control Plan (DCP)
The DCP sets detailed development standards — setbacks, landscaping, parking, site coverage, character controls. DCP provisions are guidance, not mandatory — but councils expect compliance, and departures require strong justification.
Sydney Councils — Council-Specific Planning
Fairfield City Council — Fairfield LEP 2013
R2/R3/R4 zoning distinctions across established suburbs. Georges River flood mapping affects significant portions of the LGA. Heritage items concentrated in Smithfield and older suburbs. Fairfield DCP 2013 sets character-specific controls.
Key considerations: flood planning level compliance, dual occupancy restrictions in some R2 sub-zones, strict front setback controls in established areas.
Liverpool City Council — Liverpool LEP 2008
Flood mapping across Georges River, South Creek, and tributaries. Liverpool's Flood Risk Management Plan is one of the most detailed in Western Sydney. The Western Sydney Aerotropolis (near the new airport) operates under a separate state-led planning framework.
Key considerations: Aerotropolis precinct plans override local LEP, significant flood-affected land, growing density around Liverpool CBD.
Cumberland City Council — Cumberland LEP 2021
The most recently consolidated council — formed from parts of Auburn, Holroyd, and Parramatta councils. High-density zones around Auburn, Berala, Lidcombe, and Merrylands. Contamination risks from former industrial land in Auburn and Granville.
Key considerations: contamination assessment requirements, high-density transition zones, varied zoning patterns from legacy council areas.
Canterbury-Bankstown Council — CB LEP 2023
Transport Oriented Development (TOD) precincts around Bankstown Metro, Campsie, Lakemba, Wiley Park, and Punchbowl — significant rezoning for higher density within 400m of stations. Heritage items common in Canterbury and Campsie.
Key considerations: TOD precinct plans may override standard LEP controls, heritage conservation areas restrict CDC, new CB DCP 2023 introduces updated design standards.
Blacktown City Council — Blacktown LEP 2015
The largest LGA by area in Greater Sydney. Ranges from established western suburbs (Seven Hills, Doonside) to greenfield growth areas (Marsden Park, Schofields, The Ponds). Bushfire risk areas in the north.
Key considerations: bushfire BAL restrictions in north Blacktown, greenfield precinct-specific DCPs, varied lot sizes and zoning across established vs growth areas.
