LEPs and DCPs — What They Are

Local Environmental Plan (LEP)

The LEP is the primary planning instrument for each council. It sets what's permitted in each zone — land use, building height, floor space ratio (FSR), lot size, and heritage listings. LEP provisions are mandatory — non-compliance generally means refusal.

Development Control Plan (DCP)

The DCP sets detailed development standards — setbacks, landscaping, parking, site coverage, character controls. DCP provisions are guidance, not mandatory — but councils expect compliance, and departures require strong justification.

Sydney Councils — Council-Specific Planning

Fairfield City Council — Fairfield LEP 2013

R2/R3/R4 zoning distinctions across established suburbs. Georges River flood mapping affects significant portions of the LGA. Heritage items concentrated in Smithfield and older suburbs. Fairfield DCP 2013 sets character-specific controls.

Key considerations: flood planning level compliance, dual occupancy restrictions in some R2 sub-zones, strict front setback controls in established areas.

Liverpool City Council — Liverpool LEP 2008

Canterbury-Bankstown Council — CB LEP 2023
