The older streets sit in a Heritage Conservation Area, so a build there generally goes down the DA path with a sympathetic design. Off the heritage streets it's more straightforward.
On the direct beachfront the coastal hazard zone applies and salt air pushes the material spec up. Underneath it's Hawkesbury Sandstone, so rock excavation is the usual variable — I get it tested and priced in.

Set back from the beachfront, on the ordinary residential streets, North Curl Curl is a workable granny flat suburb — good-sized blocks with room to place the flat properly. On the direct beachfront the coastal hazard zone and salt air change the brief.
The heritage streets add a DA step with a design that respects the older streetscape. I check where your block sits before promising a layout.
Salt and sandstone
On the beachfront, salt air means corrosion-rated fixings and a salt-tolerant façade — build it once, properly, because cheap fixings don't last this close to the sea.
The sandstone means rock excavation on most blocks — I get a bore done so that's a real figure in the fixed price. A tidy flat here lets well in a sought-after beach suburb, though I won't quote a rent I can't back.
