Terrey Hills is RU2 Rural Landscape land with acreage holdings, and dual occupancy as a Torrens-title suburban product simply is not what these blocks are zoned or serviced for. The rural controls, the on-site AWTS wastewater, the severe bushfire asset protection and the rural character all point away from a duplex. A builder pitching you a Terrey Hills duplex has not read the zoning.

What the rural controls may allow, depending on your holding, is a secondary dwelling or a rural workers dwelling alongside the main home. That is a genuinely different thing to a duplex, with its own entitlements, and it is worth checking against your specific property.
